I had a conversation with my son last night over the topic, and it seems that he agrees that his experiments go "over the top" and understands why he should have a 30 volt limit (I did research over these terms as well). He also seems very interested in a mentor of some sort, so we're looking into ham radio clubs (he's a Technician licensee) for him to join.
