So now the criminal just goes back to prevent the prevention. I guess that could make for some dramatic fight scenes at least, but it doesn't create permanent security.

The British. I didn't write an answer because it was so short, but the British were the technological hegemons at the time. Even developments that largely occurred elsewhere in Europe were best adopted by Britain (the steam engine, for instance). I recently got a lead on a problem I had in what I now know to be called Compositional Data Analysis from a paper published in about 1890 in the Royal -- something or other. A lot was going on in Britain at the time.

@AlexP I don't know why the shotgun would be canonical. It's not like the widespread arming of civilian populations has never happened before. I don't know of any instance where shotguns were the favored weapon.

This isn't an answer exactly, but most of these conditions apply to actual insurgencies. If you were to just remove the ammo requirement, the AK-47 would be an obvious choice. I don't know how to do this myself, but I don't even think making your own AK bullets is that hard. I'd seriously consider this weapon.

It's hard to know exactly what a luck stat represents, but if it means you need a 99.9% (999/1000) effective method to kill this character, then you've already gone way beyond that with the blackhole thing.
