@HighGPA A submission fee for a math journal is something I have never heard of before. Needing to pay a fee purely to be able to submit a paper is highly suspect.

I think there a slight disconnect here. You informed the professor, but did the disability office also do so? You informing the professor should neither be necessary nor matter at all.

This whole idea seems based on the presumption that having a higher rate of rejections is a huge hurdle, rather than the minor inconvenience it is of having to submit it several different places before acceptance.
