@nkcampbell The cloak on the Defiant was on loan from the Romulan Empire. After the Defiant's destruction and replacement with the Sao Paolo, there was no longer a cloak available.

It's questionable whether or not the Federation developed the core cloaking technology on their own, having captured at least two devices (Romulan in 2268, Klingon in 2286). The phase-cloak from Pegasus was probably an extrapolation of one or both of those devices.

@Ellesedil The Borg initiated contact with 8472. Unfortunately, while we know they started the war, we don't know how much the Borg knew of fluidic space or it's inhabitants before it went there, or if the simple act of the Borg going there was enough to start the war, of if the Borg actively provoked 8472 (as the Borg are apt to do).

@Shane That Equinox device was something they picked up along the way and wasn't of Federation origin. As for when holodecks were developed, I would guess sometime between 2344 and 2363 (between Ent-C and Ent-D), although I have no facts to back that up.
