Apple is not acting as private police, as they do not have powers of arrest. All they can do is forward what they find to the actual police.

The US and UK have administered an almost identical number of vaccine doses per capita (73.8/100) as of this writing. However, because the two countries have different dosing strategies, the UK has a higher proportion of people who have been at least partially vaccinated (51.0% vs 44.1%), while the US has a higher proportion of people who have been fully vaccinated (22.8% vs 31.6%). It's hard to find an example of a law that simply repeals another law and does nothing else. One example I have found that repeals and does other things is the Gramm-Leach-Bliley Act, and you can see that Section 101 repeals two other Acts.

The standards that you mentioned already (ex. email) are defined by the International Engineering Task Force (IETF), which started out as an agency of the US Government. While IETF has defined standards for many things, they are all voluntary, and is up to individual companies to decide whether, and to what extent, they are to be implemented.
