if you run the conduit under concrete of like... 3" or 4" thickness minimum, you only have to bury like 6" below the concrete

@ThePhoton I dunno, I wouldn't agree with that. we're talking about burying individual conductors underground and feeding a subpanel vs just stapling up some new romex

it's mostly just how I am... I'd rather spend the money myself to redo a few lights in the basement than try and bring it up to the landlord. we don't own the house, but I hate the idea of being let down if I brought it up
