If it does come with a Windows license sticker, it would be for Windows 7. Which is now out of support, so you probably won't want to use it anyway.

You can launch it from Run with powershell, you can launch it from the Start Menu by searching for powershell, you can launch it by pressing windows key + x and selecting Powershell from the context menu.
