@Rudi_Birnbaum a) i don't know about the difficulty, but the behaviour of operator norm seems to be different than that of Frobenius norm; b) i had a quick look at the proofs and it seemed they are heavily dependant on Frobenius norm.
However, I found a paper proving something like $\|[X, Y] \| \le \| X\| \| Y \|$ for operator norm, but numerical experiments show that this is far from the optimal upper bound.
