Possibly not useful, but, I know my Onewheel has a charging option to only charge to 90% so that its unlikely to hit overcharge immediately if you live at the top of a hill and need to regenerative brake while heading down.

@Porschiey do they really only have one option? I see at least 3. 1. Go down with the ship, 2. don't engage the TPK and try to escape with as many NPC's as possible. 3. Flee like a coward but live another day. 4. Surprise your players will come up with OPTION 4. Additionally, you can even forshadow this with NPC's ahead of time. "This is a disaster that none will likely return alive from" "We have never heard of a survivor, only the aftermath" etc.

@WasatchWind well, improving questions is what the comment section is for. You are likely to get this closed for needs details or too broad or somesuch. We aren't a discussion forum. we aim for "single specific question, single specific answer" so the narrowing down of a question is an expected process. some of our veterans could DEFINITELY be more helpful than this. I would change the question to either specify a specific level of law, a specific jurisdiction for the law to be applied in and/or asking what level a case like this would end up at in the levels of courts.

What level of legal charges for your story are you looking for? we could go "local" and the back country police charge him with something ridiculous, we could go state and they charge him with state law violations or we could go federal and have him strung up by feds. we could even go "UN" if the crime was high enough. I assume you have a level you want him charged at for this particular story. Currently, the scope for law is too large for a single question IMO

@sphennings Clarifying what is meant by active magic is very clearly a clarification and not a invalidating edit. see Meta, as the original wording was "Magic may be used to effect some sort of permanent change to either the world and/or its peoples, but the change must be capable of persisting without maintenance by active magic " It is the job of the answerer to ask for clarifications before posting.

@MontyWild still to broad. There are lots of physical laws link. Many of them can probably be broken for the effects you are looking for. This is story based because breaking certain ones probably breaks important plot elements. Ex. Breaking the law of gravity can probably generate some of your effects at the cost of making your setting a characters flying through empty space away from their planet.

Whichever your story requires. This is too broad and should be refined to a specific aspect. like, If I broke X law of physics to generate Y magic effect, what consequences would it have?

As nice as it is that this was reopened. This still needs more clarity IMO. God has such a broad meaning. If its a Judeo-Christian God the meaning is much more different than a Greek/Roman god. If its a god made up for your purposes. Are they all powerful? partially powerful? fake? "Why does my all-powerful god need blood sacrifice?" is much different than "Why does my pretender god need blood sacrifice?" and will garner much different answers. I think this one is too broad.

We don't need to know the constraints to what they are able to do with the magic because this question isn't about how to utilize that magic to overcome earth. This boils down to what has these 2 attributes that can overcome a classic elemental system.

@JBH technically, they are rare as the culmination of the work of a retiring wizard (and as the previous question outlines it reduces the magical capacity of said wizard while the item is working). as for why they wouldn't, that would be story based.
