I wonder if this is racism per se, One can be happy to not live with immigrants for many reasons. The migrants might not speak the local language. in a tiny village without immigration you might be able to talk to all people. Some people might want to walk around in clothing that is not accepted by the migrant population. In a small town, you could still wear this clothing without negative comments. For example young women who can't walk around in skirts in some migrant areas. None of these examples have to do with race. But have to do with language, culture etc.

@TsahiAsher Your statement is mostly incorrect, Many states had Felony disenfranchisement (long) before black peple where alowed to vote.SO these laws would not stop black votes, because blacks could not vote to begin with.
