Again, what exactly are the statutes charged on the citation?

In some states, to be convicted of an offense, the officer needs to have witnessed you committing the offense. I have not studied this matter in Kansas. Let's start with specifically what is the statute and charge they wrote up? Were you arrested, or was a citation for an offense provided? Did you get taken in and booked? Is the charge a violation or a misdemeanor? Was the charge for operating an unregistered/unlicensed vehicle, or was it for you be without a license (you mentioned the plate at the beginning of your posting, but there is talk about your license)?

@TomMcW, regarding your comment on "pilot's licenses," I am sure that you had a momentary lapse, as there are not pilot's licenses, rather they are certificates, which are two separate legal concepts, and are often confused. In other jurisdictions, license may be the correct term.

@TomMcW, for airspace mapping, I would first consult the legal descriptions the FAA publishes, and if it matches the charting, I would also consult the register, to see if there was some explanation of the geometry. The FAA does make mistakes every now and then, and sometimes when they do non-standard things, they publish it.

@J... and AytAyt, I was trying to inject some levity. Obviously the moon and earth are inextricably intertwined in their dance as they both orbit the sun and each other. (The quote is from a previous comment by @J...) To retain the moon, the gravitational effect of the earth must be significant, otherwise the moon would depart in a line in an inertial frame from the approximate point where the earth's gravitational effect became insignificant.

I scan also, but I also allow PDF submissions for take home tests. Keeping the tests allows me to review the test later, when I write the next one. And at my institution, any grade is contestable, for a long time. Also, when there is any question of academic honesty, on my part, I scan all submitted work.

The issue is the threshold. Landing at a towered field with the gear not extending gets attention, and even TV cameras. Having a passenger get very sick and having to make an unexpected stop might now. What is an emergency in your question? Is it a reported and recorded statistic? If not, then we are looking for opinions and anecdotes.
