On a technical point of view, I'd also consider that if you use a company laptop, they could say that the cigarette smoke can harm the device, and its general health status (especially when you have to give it back at some point). And that's a completely valid argument.

It's unclear to me if 190€/month is relevant to the original question, since no one seems to agree wether if that's what OP actually intends to spend per month on the trip, or if there's some hidden money that hasn't been mentioned. Anyhow, we can assume OP's financial situation is rather inconvenient for visiting France or Germany. Unless we consider visiting Mancieulles instead of Paris, and Holungen instead of Berlin.

If you don't trust your password manager AND you don't need the "account-replication" features, you can install any password manager and add a rule in your firewall to block any in-out communications with the Internet for that program. That's what I've done for Dashlane
