You may try Update pen firmware on Surface Hub. If that doesn't help, then as I remarked previously, Microsoft thought that only two modes exist : Text and Draw. You'll need to workaround that with tricks like using right-click menu just to select an object.

(1) In gpedit.msc, try disabling "Allow Windows Ink Workspace" in Computer Configuration > Administrative Templates > Windows Components > Windows Ink Workspace. (2) ` DISM /Remove-Capability /online /CapabilityName:Language.Handwriting~~~en-us~0.0.1.0` or similar.

I have sometimes used the trick of doing a right-click on an object just in order to select it, when selecting via touch is difficult. Does that help?

You don't need HP to get Intel drivers. See List of Drivers for Intel Graphics (search for "4000") and also How To Find a Previous Version of an Intel Graphics Driver. Which Windows version?

Your laptop may be one where the dGPU is passing through the iGPU to issue its graphics. The Intel HD Graphics 4000 is supposed to support 3 monitors, but sometimes this fails because of a faulty driver. I have seen posts where downgrading to an earlier version of the driver has helped. You might also try to contact HP Support.

Try to disable the iGPU in Device Manager and reboot. Check that it stays disabled, then test the 3 monitors. The dGPU should be able to do all three.

Might be an unacknowledged problem with the Windows driver. To narrow the field, try perhaps in the BIOS/UEFI to disable the iGPU / dGPU to see which one has the problem.

You should work on getting the computer's connection to the modem to be as fast as possible, and certainly not through Wi-fi. And also speed up the connected hardware such as your mouse.

This is more complicated and sounds impossible at first sight : you're connecting to http://192.168.1.9:80 and end up instead in https://192.168.1.9:443. One possible explanation is that the browser is tricking you and switching the HTTP reference to HTTPS.

I mean inside the router. This being a Livebox 6, it's probably in the Network section, DHCP tab, under "Static DHCP leases". Although I don't know if the router would accept having two different IPs with the same MAC address. Do you have IIS and Apache running both on Windows at the same time?

To use the correct terminology, you probably have created port-forwarding rules in the router to ports 80/HTTP (IIS) and port 443/HTTPS (Apache). Please add details about how you're addressing the ports from the outside and what model is your router. A screenshot of your router's port-forwarding rules screen would help.
