The source you link to for the proposition that "apparently discussions are discouraged here" cstheory.meta.stackexchange.com/questions/274/… does not support its premise, that your original question should be closed or have its title changed. That discussion was a proposal, with only 13 upvotes out of a huge number of users. It may be the opinion of the 13 people on the site who upvoted it, but that doesn't mean it's binding on the other users. Most of its arguments are inapplicable to this paper anyway.
