Your definition of free will sounds more like agency

Why would an General Artificial Intelligence do anything if it had no goals whatsoever (not even self-improvement)? Wouldn't it do either nothing or just random stuff, because it's not working towards something.

This is not a duplicate of the linked challenge. The linked challenge has the rule: "Any arguments when calling a built in or library random function must be constant. That is they must be completely independent of the input value." This one has not.
