There's no definitive "start" to bureaucracy - it is an integral part of governments, and went through many forms until a formalised civil service was invented / became necessary.

@hilchev Lin Bu for instance lived out his life on some island in a lake. Saint Anthony seems to have been born in the countryside where he remained before heading out to the desert as a hermit. You can find many numbers like this on wikipedia's articles for hermits and the like, I think.

All of the objections that have been raised aside... there are plenty of examples of renowned wise ones living like hermits or farmers who refuses to enter some lord's service. I don't know how you can define "genius" but many would definitely qualify for "smart".
