"mil" is the most common word for this, but it's also called a "thou" (one thousandth of an inch), or a "milli-inch" (which causes me all sorts of cognitive discomfort) :)

Apart from any possible hardware problems, ensure that the STLink utility is attempting SWD and not JTAG. This option can be found under Target > Settings and then Connection Settings.
