Q: How fast is "burst fire when zoomed"?

Fire rate has a huge effect on DPS for "spray" weapons like the SMG. I've found weapons that look great "on paper" but lack of burst fire makes them less effective than what I'm already carrying. Does "burst" imply a fixed multiplier I could apply to fire rate for a quick comparison?

@badp Well, a for instance: when enchanting first came out, it capped at 50 levels and the only way to get there was to create a mob exp grinder. As of 1.3, it caps out at 30 levels, takes far less experience to get there, and you get exp for practically everything, which means enchanting's actually usable for mere mortals like me

Q: Does ion weapon damage stack with cloaking and teleporter cooldowns?

The teleporter and cloaking device use a similar "cooldown" period to the ion weapons lockdown. Do those two abilities stack? In particular, if a ship cloaks, can I ion the cloaking device during the cooldown period to prevent him from cloaking again?

@MarkTrapp I mostly kill them for their drops anyway; XP is nice, but not so important. And from what I heard, they'll still allow you to easily boost your levels, just not quite so fast.
