@LalitTolani The main goal of the new procedure is to reign in the most prolific answerers. The quality standards are for all users, and even new users should be made aware of the quality standards (as articulated here math.meta.stackexchange.com/questions/9959/… ). However, the new enforcement effort is primarily targeted towards long-time users (e.g. those with more than 10k rep) who continually and consistently answer low-quality questions.

@XanderHenderson Ok I asked this because few of my EoQS flags were declined citing the reason that new user's posts should not be flagged for same. will remember it from now and instead of flagging I will tell them about answer at math meta. :-)

The hope is that new users can be properly enculturated without the moderators stepping in (as moderator messages are kind of heavy handed). If you see a new user answering low quality questions, please just politely direct them to the "How to ask a good question" thread, and ask them to try not to answer such questions.
