Let me rephrase my last chat message here. It's a little rude to demand help from volunteers repetitively. This is particularly true when it's clear that the help you do receive is not thoroughly read and understood.
I believe that Broccoli-facemaskcloth has done a fairly good job at answering the question, but you aren't helping them/us understand where your problem is. It's like going to the doctor because of an internal injury, but not explaining where the injury is located in your body. It's really hard to elaborate on an answer if you can't help us understand your problem understanding the sentence in question.
Just take a breath, relax, and then explain what part of the sentence doesn't make sense. If someone thinks they can help you out, they will reach out and help you. Be patient.
Oh, and also explain why it doesn't make sense. Include your attempts at translation/understanding, and why it doesn't fit in your mind.

The answer to your question makes it pretty clear that she did NOT reject him.

You could maybe take it that way, but she is in no way recanting.

I think your problem lies well before this scene then, if that's the case. You probably misunderstood something from a previous scene.
 
Aside from vocabulary, an analysis of the quote evokes a number of literary conventions, which find their source in traditional Japanese culture.

1.This seems to be a standard manga or dorama style declaration of the speaker's feelings for another person お慕い申しております (the sentiment) and 気持ちをお伝えしたくて (the confirmation of the speaker's desire to convey said sentiment)

2.Request -- if the other person would agree もしよかったら -- for "the person's hand in marriage", since official documents are traditionally exchanged, as in a contract or, at least, here, a formal vow, an "eternal promise", i.e. 永遠の契

This will seem off topic, but let me tell you about another user a while back.
He fixated on a term that drove pretty much everyone crazy for over a month. Mention of the term (and sometimes the user) is pretty much a taboo topic now.
I see a lot of parallels between that user and his fascination with the (unspeakable) term, and your fixation on this scene.
Sometimes, it's okay to let things drop.
