To be fair, people have complained in the past about some stuff which was listed under off-topic: A feature requested for the purpose of avoiding unintentional newbie-biting.
OTOH, the closing dialog hav been changed quite a bit since then, I am not really sure whether those changes were for the better: New recommended close reason for questions that are “missing context”.

It seems to me that the banner still says off-topic though.

@MartinSleziak but is this even true? One had to chose "off-topic" and then something specific. Nothing really changed.
And the reason where arguably not all of the form that "off-topic" captures them well.
I mean the "tree" of selections stayed the same, just one intermediate node changed name.

Of course, there was also the previous change. (Mentioned in the post by Mathematics mods.)

Maybe we are talking at crossed purposes what I meant to say is that "the pop-up screens for voting to close a question have acquired a new layer" is not true for our site. Maybe it is true for MO though.
As "Now it produces a pop-up with only some of those reasons plus [..]" was true since a long time.
 
Looking at a screenshot on an older post on meta.MO, I would say that changes over there were the same as here. From December 2019: List of close reasons has changed?
If we ignore changing "off-topic" to "community-specific", it seems to be the same as the screenshot in the recent post.
 
Thanks. That what I assumed. I assume one could argue that "off-topic" was the reason, and one could specify it more later, and this changed. But in practice the number of clicks needed to the end seems more crucial to me.
Which stayed the same.

Do you happen to be aware of a query that shows the most viewed questions that were not in HNQ? (since 28 February 2019)

@XanderHenderson perhaps you overthink a little.. who even cares about appearing as the most recent editor? Also it's easier to read having a new paragraph for the other idea of "what others noted" there so it's not really an insignificant edit.
 
Maybe the author came back to the answer to see the edit and thought upon seeing it that it would be better with the break...

@XanderHenderson I saw edits explicitly explained as being made to "reclaim ownership" thus that's possible.

@Zacky I never said that the edit was inappropriate. It just seemed so very minor, and it occurred so directly after I commented, that it seemed weird. That's all. Honestly, I probably shouldn't even have brought it up---it is just a silly observation I made.

@XanderHenderson and I never claimed that you said it was inappropriate, I just tried to understand why you thought it's odd and gave a possible reason. I also agree that the edit was something minor, but let's just hope it was done by OP in well faith, aka for legibility.
