I've tried different tactics, like offering an alternative (this spot is better to skateboard instead of our parking garage), telling of the consequences (people drive too fast, you might end up in the hospital, cars have been damaged, you're leaving trash), actually pointing to the rules (look, it's written here), none of these work. The only thing that actually worked was calling the police. They were happy to help and even offered to patrol every now and then. "is unlikely" based on what? My son in law smokes, and does so exclusively outside. In his own house he goes outside into a Canadian winter to smoke. I wish he would quit, but to say smokers can't follow a "no smoking inside rule" is inaccurate. Thanks for taking time to respond to my question. I read it before and actually decided to follow your advice. I had a phone conversation with my cousin, and responded as you suggested, mentioning that my boss won't accept the fact that I would be coming 1 hour late for 3 weeks. I offered help for one or two days, if she can't find help. She agreed and will ask one of her brothers for help, who has two kids of his own and is most likely to agree.
