Or the user should have some way to tell it to via the GUI. I've been researching iw a bit, but the options are hard to decipher and I still don't know what's the right way to reinitialize this without logging out. Why should I have to log out?

In any case, the above contains my situation. When I get frustrated enough I'm going to start using Arch because Ubuntu is too user-friendly to fix problems that can be fixed by "turning it off and on again".

If it helps, in the past doing sudo iw wlp3s0 scan trigger has temporarily resolved the issue, but then the applet starts misbehaving...

I've got multiple tabs open with ongoing drafts. Rebooting causes a problem for that...
I'm not really interested in performing a work-around. I want to find the direct source of the problem and fix it.

And I constantly see a revolving cast of other SSIDs.

There should be a button labeled something like "reload wifi stack" that unloads everything, and then reloads it... or so I think.

I think the problem with searching for this issue is that there's not a solid glossary of terms that specifically describe the problem. e.g.: askubuntu.com/q/845335/247661
If I'm an Ubuntu user, I'm just going to search for (or open new questions on) whatever error messages pop up.
The wifi applet demonstrates erratic behavior but there's no error message - it's just malfunctioning.
And there's no way to figure out where it's going wrong. Is the Applet in error (it has been in the past disconnected from the actual behavior of my machine, saying I'm not connected when I am, for example.), or is there a problem with a driver? firmware? hardware? some compatibility layer in between?
where is the source for the applet even located?
Is it directly using "NetworkManager"?
