@vzn The Todd function seems too simple to say anything about the Riemann zeta function. Concepts like finite vs infinite, or perhaps better, local vs global come to mind. My guess is that the Todd function is more finite and local compared to the Riemann zeta function which is more infinite and global. I can't say anything more.
Also the concepts I said are not very accurate at describing why the Todd function can't work. Too simple is probably the best description.
