The big issue with Cambridge Analytica was not that people were choosing to share information with them, but that Facebook was sharing information about people that those people never agreed to share with them

The concept of "over-sharing" and "hyper-targeting" seems to insinuate that there's a limit to how "targeted" something can be, or how shared something is. If it's shared, it's out there, doesn't matter whom you share it with, they can share it with someone else too.
I realize that people are just recently becoming upset now because they think they got tricked into voting for Trump, but this is how facebook was set up for years.
 
The question is not whether there is a limit to how targeted something can be but whether there should be. And similarly, there are questions about how Facebook should be sharing your information
In the particular case with Cambridge Analytica, Facebook was sharing information with them that people had not explicitly shared publicly and had not given permission to be shared with third parties

so none of those people who were "computerized" had never posted things that "friends of friends" could see?

I don't think we have that much detail. But Facebook and other companies generally make a distinction between sharing information with other individuals, and sharing information in aggregate with companies for research or whatever

Anyway, most of that document actually seems reasonable, though I have issues with points 1 (theft), 7 (police community outreach stuff), and 12 (domestic violence)
And the overall premise of "strong communities make police obsolete" implies that we live in some sort of altruistic utopia where violent crime never happens

Yeah, it's hard because in the majority of cases I suspect the police can't do anything except talk to the abuser, because they aren't in process of doing the abusing, so it only serves as a point of agitation/making the abuser feel cornered, which could provoke more serious responses
