In a workshop people determine a topic before and then they try to discuss that topic and do things like solving problems in that topic or decide to start common projects or ... .

For example, suppose that some people want to work on exploring the physics of relativistic central force motion. They may discuss some general subjects about it like description of its classical analogue, then suggest some problems about the topic to each other to work on them, and then some new ideas may come from those discussions and activities and be starting points for some common projects related to that topic.
