As always, SE got the better answers.
WP forums got ignored.
Facebook got most activity, but the noise ratio was too high.
Besides, I wrote a small summary of the issue and linked to SE. Apparently people chose to ignore that and kept asking things I detailed on SE.

you need a server and a client

SSH is client-server, too. It's just that you don't need to explicitly set it up because the server is often preinstalled and ready to use.

but ssh is more secure and thus is trusted to the point that it's preinstalled
whereas telnet is literally over the wire

@ThatREDACTEDGuy I tend not to keep my servers up this long. Although I have the technical ability to avoid reboots with certain updates such as systemd, it does require me to drop to single-user mode and then go back to normal operation. Although this involves less disruption than a reboot, it's not really an issue because I don't really care about 2-3 minutes of downtime every couple of weeks or so.
 
@JourneymanGeek what groups does the Veeam windows client use for the backup operator? Or it is only the enterprise edition that has all the cool things?
Use case: we need a deparment to be able to do their own off site backups, since the documents they manage are more sensitive than what IT is prepared to handle, but none of the users could have adm rights.
