Dammit. Damaged one of the heatsink mounting holes while tightening it on my laptop's motherboard. Now it's throttling when all cores are under load.

I'm still waiting for renovations. I don't know when it'll happen. My bedroom, along with the rest of the house, needs carpeting replaced with hardwood flooring, and I don't have the furniture needed to build on.
I can't get support or funding until the renovations are complete. We're stalled finding someone to do the work we need, and the problem is that dishonest contractors seemingly outnumber (by a huge margin) good ones.

causing the heatsink to tilt towards that one last hole
one side of the cpu will be in full contact, but there's likely a slight gap on the side with the missing one
with very careful adjustment, you might be able to fix it
else, a screw and a bolt maybe...
though I'm unsure how you could insulate the bolt... do they do teflon coated bolts?
