I've flagged 664 posts on SO and 22 among them were declined. The only reason in these most cases was that that post was edited.

Yes. AJ flagged a post; a mod declined the flag; and then users deleted the post anyway.
Which means either the mod screwed up by declining a flag that should have been marked helpful, or the community screwed up by deleting something that shouldn't have been deleted.

Okay, if it's about this answer, then the flag was declined by a moderator (likely because it does seem to attempt an actual answer, albeit a rather bad one). Then the question was deleted by the community from the review queue, likely because the reviewing users were a little more strict about it than the moderator.
This can very much happen with questions that are edge-cases like that one.

The only real guidance I can give right now is: If something tries to answer the question, it's an answer. If you feel it does not attempt to answer the question, flag it so. However, be prepared for flags to go the risk of being declined if it is somewhat of an edge-case. With "edge-case" being defined largely subjectively.

It's odd, though, since all those video do have an https equivalent and I thought SE ran an automatic process converting them.
I could imagine that the automatic conversion just didn't work if the link wasn't a single line (likely because the https conversion is only needed for embedded stuff and they just assumed it's not embedded if not on its own line), or something like that. This would also explain why there aren't more http YouTube links.
