I strongly suspect hat awards are not realtime, but happen on a maybe 10 or 15 minute sweep interval, same as many tag awards

I also got Elementary. Edited several old questions (5 questions over 3 years old, all open, all not mine. They were all questions I answered, but I don't think that's a necessary conditions). I did edit some more (newer) questions prior to those 5, so I can't be sure about the exact requirements.
