For example, if I would like to learn good ways to "foo" a "bar", which is a better question title:

Let's assume that in both cases I explicitly spell out the question in the body.

What I was trying to say is that a question title shouldn't be a question because it can't be something else. It is implicitly a question already since the SE sites are Q&A sites. :)
So basically if a user manages to communicate what the question is about in as less as possible words then that is amazing because he can ask the proper question in the body.
