I was installing updates in windows and they didn't download so it was aborted. then I wanted to switch to Ubuntu so I rebooted and when windows was shutting down it started to install updates and then it froze. I did a force shutdown and then it didn't start.

Dragging and dropping a running application in to the Trash should quit the application and (if the app is locked to the Launcher) un-lock the application from the Launcher. If the action of closing the application triggers a warning (e.g. "this file has not been saved, are you sure you want to close", etc...) the warning dialogue should be displayed and behave as usual.
