You can compress streams via Apache or PHP The Apache method is far more recommended considering it's really a server modification and doesn't belong in PHP so much.
With Apache you just setup mod_deflate and let it know what mime-types need to be compressed
An alternative to gzipping (or something you can do with gzipping) is to minify your CSS and JS files

I think you can do it in the .htaccess file - you can also set it up per VirtualHost or globally in the mod_deflate config file

so, you should just need to a2enmod deflate then, if you have to, edit /etc/apache2/mods-enabled/deflate.conf

by default, text/(html|plain|xml|css), application(*javascript|rss+xml) are compressed

Make a new file somewhere, add this code <?php phpinfo(); ?> then upload and execute
phpinfo(); should show you the Apache modules and if mod_deflate is running. If it's not you'll have to yell at your host for being stupid and not having it enabled by default
