It seems that the comments in the question on meta digressed towards various topics (context and PSQs, behavior towards new users and towards elementary questions, goals of this site, etc.)

Although it is certainly true that they are at least to some extent related. (For example, the discussion which question should be closed is related to the discussion which question are good choice to represent the site in the HNQ list.)

I read on meta.SE that: "Questions less than eight hours or more than 30 days old are excluded."

Is there an implicit assumption that for any question during the first hours, it will be edited (if needed), the title gets improved (if needed), and the question goes through the relevant review queues (if needed)?
