i'm actually surprised that all mods don't have access to every site regardless of if it is private, given that a private beta has no mods of it's own, and needs external mods to perhaps handle serious situations

@RhysW New sites are managed solely by SE employees, usually the community managers. Mod's don't have any special powers on new sites anyways, there just isn't that much to be gained from it.
