Q: Will reseting my laptop fatory settings delete Grub?

J.R.Long story short I deleted Ubuntu but couldn't delete grub and now I just want a laptop that doesn't boot into grub. I've already tried different things. I used an install usb to run bootrec everything, I tried setting efi partitions. The only solution I got was running insmod part_gpt insmod...

 
What you need to do is learn about UEFI: You just need to open UEFI settings and then somewhere in the boot menu you should find the boot order (not drive order) and if it still boots to Grub then you'll have "Ubuntu" there. Just press Enter (or do it according to the instructions) and select "Windows... manager" instead. With UEFI the bootloaders co-exist in the EFI partitions and each OS can be booted directly and independently. No need for nuclear options ike recovery or reinstallation. Even before, with BIOS, cases like yours were just a matter of reinstalling the Windows bootloader.
 
So is that a no on resetting my laptop? I really just want to have a working laptop.

You just said "learn UEFI" and listed steps that I need to do that sounds no different from all the other countless posts I searched here. I just really need my laptop to work and I don't want to have to tinker anymore because it feels like I just keep breaking this laptop even further. So if I reset my laptop will grub go away?

No, you don't know what you're asking. it feels like I just keep breaking this laptop even further It certainly does and when people try to do something without knowing what to do, bad things tend to happen. What you need to know is how to access UEFI settings (UEFI is the new "BIOS"). This is unique to your brand/model. There find the boot menu (or similar, again, just like with BIOS, UEFI menus and sorting may be unique) and change it according to the previous comment.

If you're willing to go through with this step by step then sure, I'll play your game. But from your first post I have no idea where to even begin. You said open UEFI setting but I really don't know how to even start with that. Do I get into the Windows Recovery Environment and theres an option in there?
I'm in the chat. I haven't had a post that asked me to move it here because it doesn't want me posting a lot.
 
If you can boot Windows then surely you can select the option to open UEFI settings: tenforums.com/tutorials/… but no Windows or any OS is needed for that. Like old BIOS UEFI settings can be opened by pressing a certain key immediately after powering on.
 
I guess just a heads up. I'm using a dell inspiron 15 5575 with ryzen z and vega 8. Also sorry for being rude.
 
That key as well as UEFI/BIOS features and how it's organized is what is UNIQUE to brands/models. Users installing /managing Operating Systems should be intimate with the machine's firmware, UEFI or BIOS.
Dell Inspiron 15 uses F12 to open the one time boot menu. To open the UEFI settings it's probably ESC and/or DEL

Once there you should see something like dell.com/community/s/legacyfs/online/en/… . Where in the image says "Windows Boot Manager" you'll find "Ubuntu". Use the arrows keys to select it, press Enter and select the same option as shown, "Windows¨ . F10 to save and reboot. It now boot Windows directly.
And now you should be able to understand what I said in the first comment: OSes co-exist in UEFI and can booted directly and independently. No further user actions needed. And old guide applicable only to BIOS/Legacy don't work and can make it worse. I'm sorry you've been misled in previous questions

There appears to be an entirely different menu and there are 2 options. A "add boot option" and a "del boot option"
That a photo of what it is showing.
Do I just rearrange the boot option. Or is it possible to delete Ubuntu as well?
