@Xander For the most part, I like your section on making substantive changes if it is likely the first edit after closure. But that's only part of the story. In keeping with the linked post (below your "answer"), questions are typically closed not due to formatting issues, or a spelling mistake, which can be easily corrected by others' edits. But if only formatting and grammar spelling is improved, even if done thoroughly, it will still go to the Reopen review queue.
Even with great suggested edits, approved, though, if it arrives in the Reopen review queue without the asker having included adequate context, or creating more focus, or adding details, that asker will be robbed of the chance, subsequent to even good formatting edits, to do so, and have the improved post reconsidered in the reopen review queue.
I added the link Guidelines for context edits and rewrites below your answer to refresh your memory, and to add to the discussion. It is not an editor's job to add context to a post.

I say this, because editors are free to edit and improve prior to a closure, but after closure, it is in the OP's interest, or the OPs who are willing to improve their questions interest, to allow them to improve their post that will then guarantee a review for reopening.

@amWhy Indeed---upon rereading, it seems that I wrote that section with the implicit idea in my head that a question had already been closed, but didn't actually articulate that idea. I've added another paragraph, but, again, please feel free to edit the answer yourself---I did mark it CW for that reason.
 
@XanderHenderson I understand. I wasn't criticizing here, just wanting to discuss it. Having the proposal is crucial, thanks for that. For most of us, some of our thoughts can only emerge after digesting a proposal, to clarify each of our concerns!
 
I didn't think you were criticizing. Just pointing out that you could cut out the middle man (me).
