@Scientist Sorry about the late reply. I have been trying to contact a friend of mine to find out how he resolved a similar issue to yours a few years ago. So far, no response yet.
This friend is an ABC, American Born Chinese. He's got some kind of backlog pay issue similar to yours. When the university in China offered him the postdoc position, they promised him a certain amount. After he got there, he found out it was a complicated set up. He and someone else shared a grant. The set up is strange to any foreigner. He got (I believe) 50K RMB$ the first year, but he had to give half of it to another person. The next year, it's that person's turn to get the 50K,
That person was supposed to pay him 25K. The problem, that person never paid. As you can guess, that person is local. I don't know the details. But, I do know he eventually resolved it by taking it up to someone high up
Your story reminded me his. I don't know if I can help you anything. I am in Taiwan. As you probably, it's a different world than mainland. Although we speak the same language, Chinese. The systems are different. I can't say which one is better.

@scaaahu This is an interesting situation. Please let me know if s/he answers. I thought of writing to MoE but haven't taken the time yet. Province Government doesn't answer, nor did FAO. It is harder when we can't write in Mandarin because I think emails in English are less likely to get a reply.
