Is the one who proposes the site in the first place, and can appoint certain moderators, However to prevent abuse, Community Moderators command over the site owner and can remove the site owner and appoint a new one. I recommend this because it takes so much work for the proposer to propose a site in the first place, and it would make it very encouraging for more people to make sites...

Okay I understand but I personally do not think it is a good idea, I do not see how it solves any problems that we have right now, the problem with site proposal isn't that not enough people are proposing, but the problem is that most of the proposals ideas aren't good and don't succeed. And giving disproportionate power to the "owners" has actually been recognized as a bad thing and is avoided if possible, please read en.wikipedia.org/wiki/Founder%27s_syndrome for more information.
