@EvilGenius when a new user presents an ambiguous question like this, which they tagged ArcGIS Desktop but which I think would otherwise be a 50:50 call between trying to host a static map from ArcGIS Desktop or embedding a dynamic map from ArcGIS Online then a reviewer like me could vote to place On Hold as being unclear or too broad, or they could weigh up the evidence and pick one to leave it open for answers based on that assumption.

If the reviewer is wrong then the asker can always clarify their question, or ask another, and in the best case scenario the site ends up with two focused questions with hopefully two clear answers.
