spoiler alert: Peter uses 2^0.2075 but the correct value is actually O(2^0.0019) which leads me to believe peter fudged his number by rounding 10^2. *shrug

I believe the quantum speedup for OAV signatures is now O as a multiple of 2 raised to 1 / 2^3 |n|...if it went to quadratics and bilinear matrix inequalities..."eccentric field equations" and all....
