The dynamic factor analysis question is hard, it will likely take an expert on that particular topic to give a reasonable answer (which are probably hard to come by).
The reliability question is hard to figure out what is going on. I am going to put in a vote to close and comment the OP needs to be more clear. Reliability of change scores is near meaningless anyway - which is what I believe the OP is suggesting.
