It’s not normally a good idea to make any general assumptions about what concepts can and can’t be developed. It’s much better to look at the literature and see what people have actually tried to do and then assess how they fared. They’d need to address the concern I raised, but maybe that’s possible. I don’t know that particular literature well enough to say either way.
