In my opinion, as many others said, we generally allow flexible input/output format. So I suggest "output all possible pairs of (a, b)".

This way, if there are no solution, just don't output any (a, b) pair (i.e., empty list, or empty output)
In my opinion, the pastebin content is quite short, and that can be included in the challenge itself (what if Pastebin dies? Challenges should be self-contained)

If n = 1, there are infinitely many possibilities. Do you want to allow that?

For this particular one, yes. For other challenges, I suggest leaving it in the sandbox for a while.

... I think because a < b, any order is fine. You may want to add "but it must be consistent", or restrict to the strict order (b, a).

my submission defines an operator (#)
to use it just put a # n where a is the number and n is the power
