So how can I change my current gcc to mips-linux-gnu-gcc?. Should be done in mk file?.

ok I didn't want to change it but you mentioned something like I am using wrong gcc. So I thought need to chage it.
 
The issue appears to be that for some reason -std= is passed to cc1 which means something other than gcc invokes it.
What's the value of $CC in the shell that invoked ndk-build?
@sunilsunny: Could you please run ndk-build V=1 and include the full, verbatim output (or a link thereto) in your question so we can see which commands are invoked?

@sunilsunny I never asked about cc. I asked about cc1, gcc and the value of the environment variable $CC.

@sunilsunny: The Android NDK includes its own C compiler. This one is GCC v4.6 which has no support for C11 yet, only for the C1X draft. I recommend that you upgrade to a recent Android NDK release. The most recent is r16; yours is r9 and over 3 years old.

ok understood.The issue was, I was unable to build it with latest ndk because the ndk was 64 bit(I got into lot of issues). so I downloaded an available 32 bit ndk and that was r9 because latest versions of ndk didn't supported 32bit.I think r10 is also available with 32 bit I will download that version and give it a try.

@sunilsunny: No. You need to add V=1 to the make or ndk-build commands to get a better idea as to the source of the error message.

Uh, that's an error message about a syntax error in the first line of the Clang executable itself. Wtf! Could you please post the content of /home/apertium/android-ndk-r-16/android-ndk-r16/toolchains/llvm/prebuilt/linux-‌​x86_64/bin/clang if it's a text file or the output of file /home/apertium/android-ndk-r-16/android-ndk-r16/toolchains/llvm/prebuilt/linux-x‌​86_64/bin/clang if it's a binary file? Thanks.
