Having a surprisingly hard time finding clear evidence for this, especially since some of the best known "-berg" placenames are notable exceptions due to their prominence/antiquity giving the 堡 version inertia, but at least supposedly 伯格 is a fairly standard way to render "-berg" as opposed to "burg" (alongside 贝格)
Since 堡 is a fun little phono-semantic match for a "castle" or "fortified city", but has absolutely nothing to do with mountains, warranting something a bit phonetically closer
