@user56656 a module is basically one big where block (module declarations even end in where). Because of the layout rules all declaration must start at the same indentation level. They do get special treatment though in allowing top level function to be indented the same amount rather than more indented than the module header (i.e. you don't need to start every line declaring a function with a space).
