Q: Get Mysql access from sublime Text 3, Ubuntu 16.04

Is this that the location of your mysql, or it should it not be in /opt/lampp/bin folder?
 
there is no bin after lampp
only these folder are there htdocs mysql old temp var

i used this command to install mysql sudo apt install mysql-server
 
open a terminal
run which mysql
you are mixing lampp mysql with the repo mysqlxingi
 
maddy@maddy:~$ which mysql
/usr/bin/mysql
 
ok
now do you see that you have another location for your mysql?
the one in lampp should be in /opt/lampp/bin
 
and since you don't have it that command should be /usr/bin/mysql

there is no mention of the command /opt/lampp/mysql in that link!
your mixing up things
your installation is ok if you did as that link directed
just change the command to /usr/bin/mysql
