I would say that Trump doesn't generally focus on US interests, broadly construed, in foreign policy.

Whether it's a good idea to put US interests above those of other countries or not, that's not a major consideration for him.

His foreign policy focuses on 1. What will help him win re-election (Venezuela, Israel, México). 2. Being buddies with people he likes (dictators mainly). Such as Russia, North Korea, Turkey. 3. Winning a Nobel Peace Prize to be better than Obama. North Korea again.

4. Building the Trump brand for his hotels and whatnot. Examples from China, etc.

And at the bottom of the list is what he perceives as US interests, like not being part of treaties where other countries aren't paying what he thinks they think they should.
