@MartinTournoij that's not exactly what I just wrote. I'd like the following sequence to happen: close-revise-reopen.
 
Why not just revise?
 
I am concerned that if I answer, no matter what the answer, you will generate a counterargument why that is not the right way to think.
I have some experience in SE, in several different SE sites, and I have seen and assisted in many closings and re-openings, and found that close-revise-reopen is usually the best way.
For this particular case, it is the way that I would like things to proceed.
 
It is not so strange to ask why someone would request such a strange thing? shrug
 
Last time I asked the question had three close votes. I can't see the number due to low rep here, but I consider that "mostly closed". I'd like to see if my revision meets the community standard, and the reopen votes would answer that question.
But it is not a strange thing at all, it's a fairly standard way to proceed in SE.

I formulated and included a hypothetical scenario which was inspired by current events in order to show the magnitude of that extent I was interested in....
